Egyptian goalie Mohamed Essam fumbled with Dominique Savio Nshuti’s free-kick spilling to Niyibizi, who fired home to cancel the Pharaohs’ lone goal advantage from the first leg three weeks ago in Kigali.
Egypt will face the winner of Gabon versus Angola at the final round of the qualifiers.
Seven teams will emerge from the qualifiers to join host Zambia for the final tournament of the 20th edition of U-20 Africa Cup of Nations scheduled for 26 February to 12 March 2017.
