The last time Dembare had a head coach from outside of Zimbabwe was in 2003, when the late Zambian Keegan Mumba was at the helm.
"We have five candidates shortlisted, including our coach last season Tonde, and we had also invited other foreign coaches though I'm not sure if they are going to make it," said Mubaiwa.
"We are tired of recycling the same coaches. We want to avoid that situation where we hire another coach whom we have worked with before.
"It's better to bring in a new coach with new ideas and he starts his project and we will see how it goes from there," he added.
The Portuguese-born Silva recently worked at Nigerian outfit COD United.
Former Dynamos midfielder Mutasa is expected to be named as the assistant coach, once he has his clearance from his current employers, Wha Wha FC.
