FIFA and CAF on Saturday, 7 February 2015 in Malabo (Equatorial Guinea) signed a major cooperation agreement to strengthen joint work for the development of football in Africa.
There are already many partnerships between the two bodies, as there is between FIFA and the other continents, but this time a number of priorities have been set:
- Technology and Education (training of trainers / licensing, development of refereeing, grassroots football, juniors, boys and girls)
- Grant of club licensing, registration of players with license from first club
- Management and administration: administrative expertise and promoting good governance at clubs and leagues
- Sports Medicine Development

Through the collaboration, FIFA and CAF intend to create synergy and strengthen links between their respective development programmes and activities in order to maximize the benefits and to provide African associations tailored local solutions.
In a speech, FIFA President, Joseph Blatter defined the spirit of the cooperation, recalling that "sometimes it is good to sign documents even though they do not appear necessary" whilst highlighting the very good relations between FIFA and CAF and also between himself and CAF President, Issa Hayatou.
He recalled that Article 2 of the FIFA Statutes was the first point the development of football, for the youth, for humanistic virtues. And the organization of competitions comes second.
“Football must be a social and cultural development factor. It should help create a better world,” said Blatter.
Hayatou did not want to make a long speech declaring that everything was well said by the FIFA President that he had nothing to add.
Later, the two men were subjected to questions from reporters. In particular, we expected an exchange about the events that occurred during the semi-final between Equatorial Guinea and Ghana.
The FIFA President stressed that this was "the sole responsibility of CAF."
When asked about officiating at the ongoing AFCON in Equatorial Guinea, Hayatou said “all decisions are in full compliance of the regulations of the tournament.
Responding to another question from a non-African journalist, he replied in the strongest of terms “the time of colonization is over, we do not always have to learn lessons from the Western press!”
