The two nations meet on Saturday, 28 November at the Leopold Stadium in Dakar.
Kickoff is at 15h00 local time (19h00 SA time).
The tournament runs from 28 November to 12 December in Senegal.
Group B, which will be in Mbour, has Egypt, Algeria, Nigeria and Mali.
Owen da Gama’s boys second match will be against Zambia on Tuesday, 1 December at the same venue as the first match with the same kick-off time.
The last group stage match is scheduled for Saturday, 4 December at the Caroline Faye Stadium in Mbour.
Kick-off is also at 17h00 local time.
The semi-finals will take place Wednesday, 9 December while the third place play-off and the final will take place four days later (Saturday, 12 December) at different venues.
The top three in the tournament will qualify for the 2016 Rio Olympic Games as Africa’s Men’s representatives. (Banyana Banyana and Zimbabwe have already qualified in the Women’s section).
